Cannot access actions or legacy bindings in PaperUI

Platform information:
- Hardware: Raspberry Pi 3
- OS: openhabian
- openHAB version: 2.4.0

A fresh install today with openhabian and OH 2.4.0

In PaperUI I see 2 problems

Enabling legacy bindings but they doesn’t appear to be installed
Action tab is not present in PaperUI

EDIT: Experience the same also on a plain raspbian + package install of OH 2.4.0 and a ZIP install on Windows

Also on http://openhabianpi:8080/start/index it usually display Basic UI (and more?).

Check your addons.cfg and see if it’s commented out or you have the minimal package selected. If minimal is selected then change to standard and restart.

Thanks @H102, seems to affect thatbut usually starts with simple and install what I want. Standard seems to enabled “actions” and more. Flashing yet another image…

Still seeing some inconsistency between “simple” and “standard” setup choice with openhabian.
Now I have chosen “standard” and can access the actions etc on add-ons menu - but doesn’t get the “Rules” option.
Not that I am using the UI to define rules but still…
