The enocean binding is quite complex to setup.
Maybe start with this thread and/or use the forums search.

Hi there! I am working on an EnOcean openHab2 binding for quite some time. As some of you already know it is somehow difficult to develop an official binding because of IP concernings about the EEPs. As you can read here the idea to solve this problem is to use an external lib which handles the communication and EEP stuff.
