how do we setup discovered tags for google home and alexa using paperui on version 2.5.9?

You don’t. PaperUI doesn’t support setting tags nor metadata and in fact tags are deprecated with Google Assistant in favor of Item metadata. If you are using .items files, you can define the metadata as the docs describe. If not, you’ll have to use the REST API Docs to apply the metadata to your Items.

OH 3 has full support in MainUI for setting Google Assistant metadata.
