I think this page needs an update to reflect lates changes. It says "First Steps: Connected via SSH, execute the Raspbian configuration menu by running sudo raspi-config. " but now should state "First Steps: Connected via SSH, execute the Raspbian configuration menu by running sudo openhabian-config. "

please pay close attention to the difference between openHABian and the RPi. Even though they are closely related they are completely different things.
There are two top level headlines, Recommended Setup an Manual Setup.
The Recommended Setup refers to the openHABian article and the use of openhabian-config. The Manual Setup describes how to work with the Raspberry Pi and a standard Raspbian installation. Raspbian provides raspi-config.
