First, are you trying to run version 0.8 or 0.9? You should be using 0.8.
A quick Google search on “Java was started exit code=13” reveals that you have a mismatch between your JVM and the Designer you downloaded. In particular, you are trying to run the 64-bit Designer on a 32-bit JVM. Install the 64-bit JVM or download the 32-bit ESHD.
