my OpenHAB 2 UI is protected by an Apache reverse proxy with LDAP authentication.
Is there a way to access the http authentication username in rules? I’d like to enable / disable some switches depending on the username.
Only if Apache provides this information in some way via an API or logs. There is nothing native to OH that can do this.

I assume it’s the same with the ip address of the user?
Yes. I know of no way native to OH itself to determine anything about the logged in user.
