Heads up for users running OpenHab on windows 11 as a service

Users that have OpenHab running on windows 11 and installed as a service may see an issue after the installation of April 2024 patches and reboot.
After applying patches to my clean lab box running windows 11 and openHab as a service it rebooted and once it came back up OpenHab was presenting the server offline splash screen.
Checking the logs event log and also openhab log no errors or issues showed up
Even trying access website to openhab from a local browser session resulted in same server offline message and stayed that way for several minutes and hours later .
A subsequent reboot of windows also did not clear issue.
Stopping the Openhab service and then starting it manually also did not correct issue . starting from the folder using the start.bat seemed to allow access to Openhab web page just fine.
However, a graceful shutdown of Openhab and another reboot of windows and then allowing the service to start Openhab resulted in same server offline condition.
Fix was to uninstall the Openhab wrapper service and reboot then reinstall the wrapper service followed by another reboot as outlined in the docs here.

After that OpenHab appears to work normally and start and stop as a service with no further issues.
