Help with rule, power switch NS310-F

Hi,

I just bought one of the Greenwave GWRENS310-F switches, which measures power.
So I would like to send OH a notification when power consumption falls falls below a certain value (in percent),
but I absolutely have no idea how to.
Is there probably a sample rule published already?

Imitating the Power Consumption of Lights (and others)

Although this switch doesn´t have an automatic report function, OH1 displays this item as “enabled”, although it´s switched off. This happens approx 15 minutes after the device is switched off.
Is there any item parameter to avoid this? When the switch is OFF it should be displayed as OFF, unless I switch it ON again.
