This IPv4 takes first affect after switching mDNS on/off.
This should have been fixed with the changes available in the latest milestone. Network interface initialization at start up had an issue before that.

I finally bit the bullet and started with a completely new openhab installation
Which version did you use for your new installation? Changes to the recently released milestone have addressed this issue.
The rebuilt installation was installed with openhabian and then immediately updated to the same snapshot that the previous build was using, the issue certainly remained when using the milestone version.
When you install/update to, let‘s say, 3.3.0-SNAPSHOT, you‘ll get the files from the last nightly build. This would still be different from 3.3.0-SNAPSHOT one month (or even one day) ago.
Or did you specifically update to the the same build version?
I updated the original installation to the latest snapshot (at the time), realised the issue was still occurring in the HomeKit binding, so decided there and then to rebuild the openHAB installation from scratch. Snapshot on new version was the same. I still have a backup of the original build. If I restore that to the raspberry pi the issue occurs again. I have however since updated my new installation to newer nightly builds so don’t have a like for like build with one working and the other not working.
Note: the original installation had been updated from openHAB 2, the new installation obviously had not.
