How to move a Github issue to the right repo?

I have a fix for [metrics] Duplicate values in Influx for same thing · Issue #14496 · openhab/openhab-addons · GitHub, however the fix is in openhab-core, not openhab-addons.

Is there a way to transfer the issue, or should I just duplicate a new one into the correct repo?

To do it yourself you’ll have to close the old and open a new. I know a maintainer can move an issue but I suspect even then you’ll have to submit a new PR.
