Guess you are expecting to much,
a one second refresh interval is very short I’d say.
What platform are you running on?

O. H 2.5. How would I keep the image refresh time to a minimum. at least 1c? Do you have any options?

I meant hardware platform.
E.g. a Raspberry Pi 2 would not be able to handle this.

I have a Raspberry Pi 3. I think he should pull, or should he not?

How about using the MJPEG-Stream of your camera?
I have given it a try and set this up in OH3 here on a RPI3B. It updates properly.

Analyzing your advice, I drew attention to the fact that the default video encoder is h264. When you replace it with MJPEG, the settings are not saved. I’ll try to find another camera for the test, or replace the firmware. Thank you again for your advice!!!
