Is there a problem with the build system on openhabian?

openhabian fully updated and upgraded.

Edit: my knowledge of maven is near zero, but that used to work a while ago.

Looks like you need to install a more recent Maven version.

openHABian is the OS to run openHAB but not meant to be a development platform.

Thank you! I think the last time I was actually compiling on a fedora machine and then copying the binding file over to the openhabian.
