I’m afraid, that’s not possible at all. If there’s no (e)SIM im the car active for your region, and no menu entries for it, you won’t have access to data from the car, as the car won’t send any. So basically you could develop an App, but without data, it’s just an empty App…
That’s why, I suggested getting the data from the OBD, because that’s always possible. You’ll have to send the readouts to an ESP32 or Pi and from that via WiFi or Cell to your App/openHAB.
