maybe you can try disabling Safe Browsing

I already did:

neither disabling “Fraudulent Website Warning” in Safari settings nor disabling internet access on the router solved the problem

I didn’t know Safari used Google’s Safe Browsing API.

yeah. and I found out that even Firefox uses this API, too. And with all of these browser I have the same problems.
This behaviour is also confirmed by another user here
