For a variety of reasons I’ve decided to migrate from the Z-Wave hat to a new Z-Stick 7. I’ve read a bunch of posts going back a few years and it seems like the migration path is not straight forward. I’ve seen some say i can export and import configs from one controller to another. I’ve also seen some say its easier to just exclude and reset my devices and then include on the new controller. Has anyone done a migration like mine successfully and how did you do it? Also to note, my current Z-Wave OH install is still on 3.4 so I know I have to migrate up to at least 4.1 for the new stick to work so thats in the mix too. That OH does nothing but Z so if doing a reinstall back to scratch is the easiest thats also on the table.
I hesitated to post since I can’t answer your question directly. I wrote this guide a while ago for a zstick to zstick transition, but you might find parts useful.

Thank you! I will definitely review and see if I can do that. My concern is that I’m changing controller vendors too which seems to cause other compatibility issues. I’m leaning towards just moving all of my devices one at a time over from network to network. It may ultimately be cleaner
I did this. Depending on what you are doing with the old device, I wouldn’t bother with excluding. Just factory reset each device and include on Z-Stick 7. My old device was a 500 series, so when I was done I loaded up Simplicity Studio, deleted all nodes and threw it in a drawer.
That’s what I ultimately ended up doing. Trying to migrate was not working. Plus going to the newer controller made inclusion so much easier.
What made it easier?
The old inclusion process was very clunky for me. I had issues with encryption and such. The new one was much more button click.
