Newbie question - how to add a ZWave device that is not in a database?

OK, I think I updated properly following the instructions here: How to upgrade Zwave-Binding to latest Snapshot? - #21 by mark_cornhill

openhab> bundle:list |grep -i zwave

However, no joy. The device is still unknown.

I found the XML file for it. How can I tell if I need to submit it as a new device?
