Decided to build a Staging system so I could test without disturbing the Production system
Clean install using 3.1.0-M2
System initially came up fine so I configured a minimal Model. Then when I started installing Bindings I got errors.

Error downloading mvn:org.openhab.ui.bundles/org.openhab.ui.iconset.classic/3.0.0
I see others have had similar problems in OH2, so I tried numerous restarts and cleaned cache with no effect.
Tried reverting to 3.0.0 but also no effect.
Any ideas on where to look next?
