OH3 MQTT Problem

Good. You don’t need any System Broker Thing unless you use the embedded broker app (Moquette) - and that’s been removed from OH3 for support reasons. You just want an ordinary broker Thing pointing to your pre-existing MQTT broker, Mosquitto or whatever you use.

I think this is different from the MQTT embedded broker

It’s different in that it is a Thing trhat would allow openHAB to “back door” communicate with the embedded broker for admin purposes. It’s not a broker of itself. You don’t want one at all.
