OpenHAB home automation fix r938 caused STMl to be sent early, even when the buffer threshold is not met. STML is sent when stream.disconnect is DISCONNECT_OK, which is always true, because stream.disconnect is not reset at the beginning of opening a new stream, only when the previous one ends, so we need to check that status.stream_state is DISCONNECT as well.
