Sorry for duplicate if I’m late to the party (guilty of only skimming through the entire thread)… but in an off chance you have pollytts addon installed, what you observe may be relavant to: [4.2.0] Addons fail to install due to Apache http OSGI components failing to download · Issue #17210 · openhab/openhab-addons (github.com)
Workaround I know of (other than downgrading) is to download full addons.kar into your openhab/addons directory.
