Hello Guys is it Possible to use a Command that i can put in the payload that increase/decrease like 10 percent brightness when ever it triggers?

Get the Item current state and add or distract 10 from that state and send it back.

You have more options.
Save the current state on Node-RED with the help of a openhab-in and a function node (search for context.get and context.set).
Or you can easily get the state through the REST API with the builtin HTTP in node.
