I just got myself Tapo plug and wanted to check the documentation on how to configure it but I receive Error 502. I think there are some issues with the site.
I tried to reach the tapo control docs right now and the page was delivered fine.
Can you share the exact url you are trying to open?

To check the state of openHAB.org, just use http://status.openhab.org/ 
E.g. for the last seven days, there was no downtime for myOpenHAB
