Prevent execution of trigger "System started" at every time rule file is reload

I run into a problem with rule included a trigger “System started”.

On every time I save the rule file, all rules which includes this trigger is executed.

How to prevent this wrong behaviour?

Sometimes the search function in this forum brings the quickest answers:

System started trigger

OH has no way to distinguish between its loading the rules files because OH itself restarted or because the file itself has changed. So there is no separate trigger.
