Proteus EcoMeter binding

Hi,

I’m a new user of openhab and I love it! Thanks for all your efforts!

One thing I’m missing though is a binding for my Proteus EcoMeter. It’s a sensor for measuring the water level of my cistern and it’s able to report data using USB. So if you don’t stop me I’ll probably write a binding for it :slight_smile:

I’ve also made a version for openHAB 3.1.0 which I’m running for myself now for a few weeks. Seems pretty stable. Will PR that to the main repo soon.
