I want add new floor and room but right now it has to be done at openhab server side manually but not from client (web, android app).
Is there a provision for user to customize the sitemap with items using REST API?

Not in native openHAB, but Habmin/Habmin2 has some sitemap building capabilities. I’ve never used it and don’t know how complete it is but it is the only way I know to do what you are asking.
