RFXCom connection failed on Windows 10

Hi,

New to openHAB and I’m trying to connect to an RFXCom USB controller.
The USB port is COM3 as used by RFXMGR.
I’ve set this in the configuration file, but when I start openHAB I get the following error message

Any help would be appreciated
