RFXcom request support for new lightning4 actuator

Using RFXcom binding on openHAB, added new (chinees :slight_smile: lightning4 actuator to the network. Unfortunately it is not fully supported yet by the RFXcom binding I’m using. Can the binding be updated so this acutator will be supported?

Platform = Raspberry Pi 3 Model B Rev 1.2
openHAB 2.4.0-1 (Release Build)
RFXCom binding 2.4.0

Enabled debug logging for RFXcom and this is logged:

Open an issue in GitHub for the binding. That is the best way to get bindings improved.
