Anyone to see this, check is if the rules engine is running. In my case it wasn’t although in bundle:list was displayed to be ‘Active’.
Use log:set debug org.openhab.core.automation that’ll show you when it does not run.
I’m currently inclined to believe it’s only happening if you run in 64bit.
Let me know your HW, OS version (and if 32 or 64 bit!) and the output of java -version.
