Rules not firing - thread stall or something wrong my end?

Has anyone seen anything like this before - is there some obvious thing I’m missing before I spend time chasing?

Check (OH 1.x and OH 2.x Rules DSL only] Why have my Rules stopped running? Why Thread::sleep is a bad idea and see if any of that applies to you. A big sign that this is happening would be if you see those two triggering Items changing in events.log but no sign that the rule is running. I can see them changing in the logs you posted and I can see at least one case where the first line of the rule logged out something in openhab.log. But your events.log is from 12:11 and openhab.log is from 19:09 so there is nothing one can conclude from this.

NOTE: this is not a problem in OH 3.

Could it be the Homematic binding causing it? I have no real reason to think that other than it was the last major change I made, but thought I’d ask. I can’t really remove the binding without things stopping working, and of course removing the binding requires a reboot, which usually fixes the problem anyway, so difficult to diagnose that way

Without way more information there is no way to tell. You’d have to correlate the events in events.log with when you issued the command and try to trace it through the full path from clicking on the sitemap through the binding. You’d probably want to put the binding into trace logging mode.
