Startup: wait to execute Rule untill start has finished

Hello together,
i searched on the forum but i found no solution for me.
Is there a option to use a flag form the Openhab system to start the rules only when the startup has finished?
The idea is: wait untill the startup has finished and the system has restored all persistences for the rule that need persistences to work.
The Workaround 2 in the Documentation is not optimal.

This issue does not occur with the new rule engine, so you can migrate to scripted automation with Jython and the helper libraries, or wait for OH 3.0.
