It seems the use of Semantics for the rangeController V3 tag is still work in progress for the openHAB Alexa skill… but when it does arrive it will open up lots of possibilities and the Routine work around will not be needed.

Official Alexa Smart Home Skill for openHAB 2

Amazon recently introduced the ability to use open, close, raise and lower commands for the mode, range and toggle controllers via semantic extensions. This support still needs to be implemented in the skill. So, for the time being, the recommended solution is to setup Alexa routines as a workaround. https://github.com/openhab/openhab-alexa/issues/283
