But this mentions openhabian-config, and I’ve installed openhab via apt to an existing system, and the only tool I seem to have is openhab-cli.

Can I install Mosquitto, and if so, how?

Depends on your distro: https://mosquitto.org/download/

It is a third party program, completely independent of openHAB.
