Any plug-in Z-Wave will also act as a repeater, so I would get 2 dimmers or 2 switches (or even convert the closest outlets to Z-Wave). Plug one switch/dimmer into the shop outlet closest to the house and plug the other in the house closest to the shop.

I don’t think you can do this with a “secondary controller”. ZWave allows multiple controllers, but a secondary controller infers that it’s on the same network, and then you’re still limited by the 4 hop issue back to the primary controller.
If I understand correctly, you really want a second controller - ie on a second network - that is connected back to OH via IP? I’m not very familiar with Z-Way, but it it runs over an IP network (which I think it does?) then it should allow you to do this.
My openhab is on a virtualised Linux server. I currently also have a raspberry Pi with a dht11 sensor and two USB connected ups.
Found I connect a z wave controller to the rasp Pi and send commands to it remotely?
I have not purchased one yet and am still in the research phase.
I guess one could build a custom Pi and just use a remote dongle, but the HomeSeer device is already loaded with the required programs.
I’m sure there are many many many more. All use cases for linking multiple zwave networks together or extending range or overcoming range issues etc etc etc.
